In general, being out of the rain will help prevent rust, as long as the shed interior is dry and not humid. Wooden sheds can be further damp proofed to protect against the elements.

Bike sheds are only permitted in a front garden if you obtain planning permission from your local authority. Outbuildings placed in front of a property's 'principal elevation' (usually the front of the house) do not fall under Permitted Development rights.

If you can demonstrate to your local planning department that your bike shed won't obstruct views or negatively impact the local area, they may well grant permission, though there will be an application fee.
